CHAPTER NEWS
IEEE ComSoc Region EAME, RCCC-2006
IEEE ComSoc
Region Europe, Africa, and Middle East Regional Chapter Chair
Congress was held in Istanbul, Turkey, on June 12 and 13, 2006.
The Congress was co-located with ICC 2006.
The event
was attended by about a half of 42 Chapter Chairs in the EAME
Region. The first session was chaired by Andrzej Jajszczyk, the
EAME Director. The session included welcome greetings by Baldomir
Zajc, the IEEE Region Director. Harvey A. Freeman, VP Membership
Services, briefly overviewed ComSoc services to its members, including
conferences, publications, and educational activities. Alax Gelman
talked about ComSoc involvement in standardization. Andrzej Jajszczyk
gave an overview of all EAME chapters. During the second session,
chaired by Jacob Baal-Schem, Sergio Benedetto, VP Technical Activities,
presented 23 Technical Committees, as well 5 Standing Committees.
Baldomir Zajc gave an overview of Region 8, while Hakan Delic,
the Chair of Turkey Chapter, presented its activities, concentrating
on experiences with ICC organization. The session was concluded
by a talk devoted to IEEE History and Life Members by Jacob Baal-Schem.
Session 3,
chaired by Adam Livne, included talks by John Pape on ComSoc marketing,
Doug Zuckerman, VP Society Relations, and by Carole Swaim on administration
and support. The core of the RCCC were brief presentations of
all participating chapters.
The next day, ComSoc President Nim Cheung addressed the Congress
participants. ComSoc finances were discussed by Bruce Worthman,
Jacob Baal-Schem gave a talk “Making successful chapter’s
meeting” and Byeong Gi Lee headed a panel “How to
increase ComSoc membership”. The panelists included Harvey
Freeman and Alex Gelman. The RCCC was concluded by Andrzej Jajszczyk.
A Distinguished
Lecture Tour withDr. Ezio Biglieri will take place in Canada Sept
25 to Sep 28 sponsored by the chapters in Toronto, Kingston, Ottawa
and Montreal.
The Maine
Chapter will host a Distinguished lecture Tour with Prof
Anthony Ephremides in September with the following schedule:

Abbas Jamalipour’s
Distinguished Lecture Tour (DLT) to Turkey, Macedonia,
Hungary and Croatia June 6–23, 2006
In June 6-23,
2006 EAME Region hosted a Distinguished Lecture Tour with Abbas
Jamalipour. This tour was organized jointly by five ComSoc chapters:
Croatia, Hungary, Macedonia, Poland (Poznan), and Turkey. It started
in Poznan, Poland (June 6-10), continued in Istanbul, Turkey (June
10-18), Skopje, Macedonia (June 19), Budapest, Hungary (June 21),
and ended in Zagreb, Croatia (June 23). Abbas Jamalipour’s
visit to Poznan, Poland, on June 6-10, 2006 was hosted by IEEE
Polish Section Communications Chapter (Poznan). This visit was
held in conjunction with two conferences which take place in Poznan
at the same time: 2006 International Workshop of High Performance
Switching and Routing, and National Conference on Radiocommunication,
Radiodiffusion and Television.
Prof. Abbas
Jamalipour’s visit to Istanbul, Turkey, between June 11-18,
2006 was hosted by the IEEE ComSoc Turkey Chapter. This visit
was held in conjunction with two ComSoc-sponsored conferences
that took place in Istanbul: IEEE International Conference on
Communications (ICC 2006), 11-15 June 2006 and 7th International
Symposium on Computer Networks (ISCN’06), 16-18 June 2006.
ISCN’06. He has also dedicated his time for lecturing to
both undergraduate and graduate students at Bogaziçi University
in Istanbul.
During his
DLT he delivered talks entitled ““Evolution Towards
Next Generation Mobile Networks and Wireless IP”, “Seamless
support of terminal mobility in 4G/B3G networks with multiclass
traffic” and titled “Mobile Broadband Wireless Access
3G Cellular, IEEE 802.16e, and IEEE 802.20”.
Region
9 student branch meeting will be held October 19-22,
2006 in Acapulco, Mexico.

IEEE
Technical Committee on Personal Communications (TCPC)
The Committee
sponsors conferences, technical sessions, workshops, and other
information exchanges on architectures, applications, systems,
terminals and technologies to provide personal, location-independent
communications and computing in voice, data and visual media.
It covers techniques for achieving portability, ubiquity and transparency
using wireless networks ranging from microcellular to satellite,
and wired networks ranging from narrow to broadband. The issues,
at all protocol layers, include propagation, spectral allocation,
coding and modulation, equipment design, network management and
operation, intelligent networks,
personal profile management, security, applications program interfaces
and user interfaces, and interoperability between various elements
of the network and other networks, and standards.
Activities
of the Enterprise Networking and Services Technical Committee
1. The major
event organized by the EntNet TC is the IEEE
Communications Society Conference on Enterprise Networking and
Services 2006 (ENTNET 2006) to be held on
12-14 September 2006 in Vancouver, BC. Canada.
The conference is co-located with the IEC's Broadband
World Forum Americas. EntNet 2006 program includes seven
technical panel sessions, workshop on advanced wireless technologies
and a tutorial program. Jawad Khaki, Corporate
Vice President, Windows Networking and Devices
Technologies, Microsoft Corporation, will deliver Keynote
Presentation "Next Generation Seamless Networking"
2. As a new
business activity, the
2nd Workshop on Situation Management (SIMA 2006)
l will be organized on October 24th
2006 in Washington, D. C. in conjunction with MILCOM 2006.
3. EntNet
TC took active part in the organization of the 8th
International Conference on eHealth Networking Applications and
Services (HealthCom 2006)

Communications Quality and Reliability Technical Commitee Chairman
Kenichi Mase, Professor, Niigata University, Japan, honored three
individuals with the CQR Chairman's Award at
an award ceremony during the annual CQR International Workshop
in London, England on June 7, 2006. The 2006 recipients were

Security Co-ordination Centre (NISCC) for demonstrating the priority
of security to the reliability of communications networks, for
building lasting international bridges throughout his career and

A new IEEE book, WirelessMAN: Inside the IEEE 802.16
Standard for Wireless Metropolitan Area Networks,
describes the workings and application of broadband wireless access

July 1814 Birthday of Johann Georg Halske, pioneering
electrical engineer who co-founded the electrical manufacturing
firm of Seimens & Halske. Born in Hamburg, Germany, he died
18 March 1890 in Berlin, Germany.

August 1926 On this date, Western Electric and Bell Labs
in collaboration with Warner Brothers and Vitaphone, showed the
first successful commercial sound picture “Don Juan,”
which featured John Barrymore and Mary Astor.

August 1886 Louis Allen Hazeltine was born in Morristown,
New Jersey, U.S.A. This pioneer in radio engineering and inventor
of the neutrodyne circuit was known for his innovations in the
teaching of electrical engineering using mathematics. A Fellow
of the AIEE and IRE both, he died 24 May 1964 in Maplewood, New
Jersey, U.S.A.

August 1995 On this date, Netscape Corporation, which
had been founded on 4 April 1994, held its initial public offering
at a price of $28 a share. The next day it was selling for $71.

August 1960 The first telecommunications satellite, Echo-1,
was launched. Echo-1 was passive; it did not generate or amplify
signals but reflected signals which originated on the ground.
Nevertheless, its successful launch inaugurated the era of space
communications the next day, 13 August 1960, when it successfully
reflected a two-way telephone conversation from earth stations.

August 1937 The first test flight of an airborne radar
set occurred.

August 1920 Joseph H. Vogelman, contributor to the field
of military electronics, IRE Fellow (1959) and IEEE Life Fellow
(1986), was born in New York, New York, U.S.A.

August 1911 The New York Times sent the first around-the-world
telegram via commercial service. The message read ''This message
sent around the world,'' and traveled on 16 relays through the
Azores, Bombay, the Philippine Islands, Guam, Honolulu, and San
Francisco. The message, which traveled more than 28,000 miles,
took about 16 minutes to transmit.

August 1867 Charles Francis Jenkins was born in Dayton,
Ohio, U.S.A. Jenkins was one of the first to create a working
television system using the Nipkow disk, although his first broadcast
demonstration trailed Baird’s by three months. He died 5
June 1934 in Washington, DC, U.S.A.

August 1806 200 years ago, Charles-Augustin de Coulomb,
early investigator of electricity and discoverer of the force
law for electric charges, died in Paris, France at the age of
70. He was born 14 June 1736 in Angoulême, France.

August 1873 Lee de Forest, inventor of the 3-element
electron tube, was born in Council Bluffs, Iowa, U.S.A. He died
30 June 1961 in Hollywood, California, U.S.A., where he had moved
during his role as a developer of sound movies. De Forest was
an Eta Kappa Nu Eminent Member (1952), the winner of the 1922
IRE Medal of Honor, and the winner of the 1946 Edison Medal.

August 1850 Augusto Righi, a pioneering Italian electrical
engineer with particular interests in electrical measuring instruments
and electromagnetic wave-theory, was born in Bologna, Italy. He
died there on 8 June 1920.

August 1863 André-Eugène Blondel, inventor
of the electromagnetic oscillograph, an instrument for recording
alternating-current waveforms, was born in Chaumont, France. A
professor of electrotechnology who also contributed to wireless
telegraphy and the general theory of electrical machines, he was
named an Honorary Member of AIEE in 1912 and a Fellow of the IRE
in 1917. He died in Paris on 15 November 1938.

August 1831 The 175th anniversary of Michael Faraday
recording his discovery of electromagnetic induction in his notebook,
one of the key advances in electrical history; his experiment
may also be considered to be the invention of the transformer.
