INITIATING CHINA COMMUNICATIONS AS A
JOINT CIC-IEEE PUBLICATION

The IEEE Communications Society (ComSoc) is happy to be joining with the China Institute of Communications (CIC) to announce that beginning with this January, 2013 issue, China Communications is fully co-sponsored by our two societies. Professor Junliang Chen, an outstanding editorial leader, will continue to serve as Editor in Chief, aided by three distinguished Associate EICs: Prof. Zhisheng Niu who is an Editor of IEEE Wireless Communications Magazine and a Guest Editor of this issue, Prof. Weimin Hao who is a senior advisor of Advisory Committee in CIC with over 50 years experiences in telecommunications engineering, research and management, and Prof. Andrzej Jajszczyk, past Editor in Chief of IEEE Communications Magazine and ComSoc Director of Magazines.
Professor Chen and the three Associate EICs will oversee a strong international editorial staff, growing with the publication as it becomes a leading magazine for information and communication technologies (ICT) professionals around the world, with authors from many countries but with special emphasis on technology created in China. Manuscripts will be reviewed with the same quality criteria required in IEEE publications, and published articles will be archived in IEEE Xplore as with all IEEE publications. CIC will produce the magazine, with oversight of operations and editorial quality from an Editorial Council (steering committee) consisting of representatives from both Societies.
The chair of the Editorial Council, beginning with one of us (Steve Weinstein) in 2013-2015, will alternate between the two Societies at three-year intervals. ComSoc recognizes the importance of the technical community in China and has sponsored or co-sponsored numerous conferences in China. They include our main International Conference on Communication (ICC) in 2008 and the first International Conference on Communications in China (ICCC), held in Beijing in August, 2012, from which the content in this issue is drawn. ICCC, like this publication, will in the future be co-sponsored by CIC and ComSoc. We have great hopes for a long and fruitful collaboration of our societies, benefitting the membership growth and technical prominence of both societies.
For this magazine, we are contributing our experience and expertise from many years of publishing IEEE Communications and other successful magazines. We anticipate increasing interest from industrial technologists as well as academics in the content of China Communications, stimulated by a gradual increase in the proportion of practical, applications oriented articles. We cordially invite authors in China and around the world to consider China Communications as a prestigious, highly regarded publication for both new work and reviews of key topics.
