Candidate's Statement
The Communications Society and the services it provides to us are the awe of association business. But, like the Bob Dylan song says, “the times they are a-changin,” ComSoc must change with them. And so, while publications, conferences and workshop activities are at the heart of our Society, we must continue to improve quality, timeliness, relevance and ease of on-line access of our services. Cross-reference links to other publishers, multimedia enhancement and the creation of a job bank will make ComSoc even more attractive to its members.
Our technologies are becoming increasingly interdisciplinary. ComSoc must introduce products that address these interdisciplinary needs and give practical information to our members. Identification and promotion of emerging technologies is a must to position ComSoc as a dominant player. Financially viable health is important but it should not come by charging exorbitant conference registration fee and mandatory page charges. There is room to reduce expenses and find ways to increase income. We need to identify and sun-set activities that have outlived their purpose. The challenge is to accomplish this without undue interference in volunteer activities such as conference organization and editorial work.
I am a proud recipient of the IEEE Haraden Pratt Award “for meritorious Service to the Institute, particularly in regional and section activities, and for my efforts to improve relationships with technical and professional organizations worldwide.” This citation reflects the approach I favour. It will be a pleasure to be of service to you.
Biography
Vijay Bhargava, an IEEE volunteer for three decades, is Professor and Head, Department of Electrical and Computer Engineering at the University of British Columbia in Vancouver. As a distinguished speaker for the IEEE Communications Society, the IEEE Information Theory Society and as a senior level IEEE volunteer, he has lectured in 66 countries and assisted IEEE Presidents in negotiating sister-society agreements in India, Japan and Russia. He is fluent in Hindi, English, has a working knowledge of French and is an eager student of different cultures and societies.
An active researcher, Vijay is currently leading a major R&D program in Cognitive Wireless Communication Networks. He received his Ph.D. from Queen's University in 1974. Vijay has held visiting appointments at Ecole Polytechnique de Montréal, NTT Research Lab and the Hong Kong University of Science and Technology.
Vijay is co-author of Digital Communications by Satellite (Wiley: 1981). This book has been translated into Chinese and Japanese. He is co-editor of Reed-Solomon Codes and Their Applications (IEEE Press: 1994) and Cognitive Wireless Communication Networks (Springer: 2007).
Vijay has served on the Board of Governors of the IEEE Information Theory Society and the IEEE Communications Society. He has held numerous positions in these societies and organized and chaired conferences such as ISIT’95, ICC’99, VTC 2002 Fall. He has served as an Editor of the IEEE Transactions on Communications. He played a major role in the creation of WCNC and IEEE Transactions on Wireless Communications, for which he currently serves as the Editor-in-Chief. He is a Past President of the IEEE Information Theory Society.
