Communication Theory Technical Committee Meeting
				GLOBECOM 2000
			      November 29, 2000

1. The meeting was called to order at 5:05 PM. 
2. Meeting attendees introduced themselves.
3. Conference Reports

	GLOBECOM 2000 (San Francisco, California, 11/27-12/1) (M.
	Win and A. Goldsmith for CT Symposium, and G. Chrisikos for regular
	conference) Moe Win and George Chrisikos reported that there were 11
	sessions for the Communication Theory Symposium, and 2 
	Committee-sponsored sessions in the regular conference:

	* Coding
	* Fading and Diversity (2 sessions)
	* Multiple Antennas 
	Regular Conference
	* Modulation and Coding

	There were 240 total communication theory related submissions, 
	90 of which were accepted to form the 13 overall sessions, with
	7 papers in each session. The sessions were well attended. Moe reported
	approximate numbers of attendees in individual sessions as follows: 
	Coding (100), Turbo and Iterative Decoding (100), OFDM (100 each), 
	Fading and Diversity (70 each), CDMA (40 each). There were two 
	no-show authors. 
	
	ICC 2001 (Helsinki, Finland, 6/11-6/15) (S. Benedetto and K. B.  
	Letaif for CT symposium, and S. S. Jamuar and R. Prasad
	for regular conference) Sergio reported that there were 1143 total
	submissions, 123 for CT Symposium, and 93 for CT-related regular 
	conference. The CT Symposium received the largest number of 
	submitted papers compared to other symposia. 

	Sergio thanked his Technical Program Committee for doing an excellent 
	job: 95% of submitted papers had 3 reviews, and the remaining 5% of 
	the papers had 2 reviews. 56 papers were accepted to form 7 sessions. 
	The process is not finalized and there may be one or more added
	session in the Symposium. For the regular conference part, email 
	received from Sudhanshu Jamuar indicated that the review process is 
	proceeding rather slowly. There were 20 papers with yet no reviews, 
	and about 20 papers with only one review. 35 papers have been 
	accepted, and 16 papers still in the process.

	GLOBECOM 2001 (San Antonio, Texas, 11/25-11/29) (C. Georghiades for CT
	Symposium, and A. Salkintzis and A. Naguib for regular conference)
	Ender stated that the organizing of GLOBECOM 2001 was running late -
	the first preparation meeting was held only recently at ICC 2000.
	Krishna Narayanan reported on behalf of Costas Georghiades that for
	paper reviews GLOBECOM 2001 will use the software ComSoc is
	considering for future ICCs and GLOBECOMs. This program has many
	features. It is reported to be similar to the one used for ICC 2001.
	Sergio Benedetto reported that this latter program was excellent.
	Ayman Naguib reported that the number of sessions in the regular
	conference had not been finalized and there was no limit on the number
	of parallel sessions. There was a discussion on these two latter
	subjects. Several members felt that we should suggest that ComSoc
	adopt the program used for paper reviews in ICC 2001 (developed
	originally at the University of Oulu for Eusipco, a signal processing
	conference in Europe). The subject of parallel sessions in the
	Communication Theory Symposium was brought up, and there was a
	consensus that it would not be objectionable by our members. It was
	decided that all Communication Theory papers will go through the
	Communication Theory Symposium Chair Costas Georghiades. Decisions as
	to which papers will be reviewed in the Communication Theory Symposium
	and which in the regular conference will be made by Costas. Decisions
	on sessions will be made jointly.

	ICC 2002 (New York City, New York) (Hikmet Sari for CT Symposium)
	Ender stated that ICC 2002 will be the first conference that has no
	regular conference. Mark Karol, the technical Program Chair, would
	like to have 8-12 symposia and will work closely with the symposium
	chairs.  Each symposium will have its own technical program
	subcommittee, and may be represented by multiple committees. Each
	session may include one invited paper. Hikmet Sari is seeking
	volunteers for the CT Technical Program Subcommittee.

	GLOBECOM 2002 (Taipei, Taiwan, 11/17-11/21) Ender attended the
	preparation meeting for GLOBECOM 2002. Lin-Shan Lee and K. C. Chen
	will be the Technical Program Chairs. The conference will be held at
	the Taipei International Convention Center right before the
	Thanksgiving week in US. The weather is expected to be nice around
	that time. K. C. Chen stated that Taipei has the best food in the
	world and is well connected via 52 international airlines from 50
	countries.  Room fees for all hotels are $80-$200, and $35-$45 for
	students.
			
	According to one of the plans, there will be 11 parallel technical
	sessions combined with symposia, 6 BAS sessions, 12 workshops, 11
	parallel tutorials (a total of 44 half-day tutorials, maximum). The
	formation of symposia will depend on the number of papers submitted.
	Initially, technical committees will propose symposia, all of which
	will be announced in the Call for Papers. A proposed symposium will be
	part of the conference only if the number of submitted papers exceeds
	80.  The acceptance ratio is expected to be around 30%. Papers may
	flow between symposia and the regular conference since the regular
	conference will act as a catch-all for all papers submitted but are
	not included in any of the symposia.  We need to make a proposal by
	January 31, 2001. The committee is looking for a Symposium Chair. If

	MILCOM (G. Saulnier) Ender reported that MILCOM 2001 will be held in
	McLean, VA, on October 28-31. Ken Young, the Chair of the Technical
	Committee for Tactical Communications, recently sent email to all
	Comsoc Technical Committee Chairs, thanking them for support and
	asking for volunteers to organize/chair sessions for MILCOM 2001.

4. Workshop Reports

	Workshop 2001 (La Casa Del Zorro Desert Resort, California, 4/29-5/2)
	(S. Miller and C. Georghiades) Krishna Narayanan reported that
	everything is going smoothly. A web page was set up to provide
	information regarding the technical sessions and hotel reservation.

	technical program has been decided and is available at the Workshop
	web page. Work is in progress to organize a commemorating session to
	celebrate the 30th Workshop.

	Workshop 2002 (East Coast, May-June) Don Schilling and Ray Pickholtz
	have promised to help organize this Workshop. The committee is seeking
	volunteers to arrange the technical programs and logistics.  (After
	the conference, Gordon Stuber has volunteered, together with a team
	from Georgia Tech to organize this Workshop. The location will be
	determined in January and will be announced during Workshop 2002.)

5. Announcements

      * Ron Smith announced that ComSoc is interested in becoming a financial
	co-sponsor instead of technical co-sponsor for future AIAA-ICSSC
	(American Institute of Aeronautics and Astronautics, International
	Communications Satellite Systems Conference). To achieve this, ComSoc
	will need to demonstrate its value to the AIAA since this is a well
	established conference, with an almost 40-year history, and is
	regarded as one of the best technical conferences on satellite
	communication. Committee members are asked to encourage your
	colleagues who are interested in satellite communication to attend
	ICSSC-19, April 17-20, 2001 in Toulouse, France and to submit papers
	for ICSSC-20, preliminarily scheduled for April 2002 in Montreal,

      * Moe Win is in the steering committee for the Conference on Very
	Wideband Radio. The conference is looking for sponsorship from our
	committee. It has not yet been decided where or when the conference
	will be held. Our committee will revisit the sponsorship issue at ICC
	2001.
