Meeting minutes recorded by Sergio Benedetto

0- The meeting was called to order at 5:30 PM.
   Sergio Benedetto welcomed all members and presented the agenda of
   the meeting.

1- Peter Mc Lane reported the conclusion of the Committee Chair Election
   for the New Chair of the Committee. The suggested name is Costas
   Georghiades.

2- Sergio Benedetto asks for any other names in alternative coming from
   the attendees. There were none. Sergio Benedetto then asks for a
   nomination of Costas Georghiades by acclamation: everybody agrees on
   the name, so that Costas Georghiades will be the new Chair of the
   Committee starting January 1st, 2005. Costas addressed briefly the
   Committee, expressing his thanks for the election and his willingness to
   do his best for the success of the Committee in the future. He will soon
   choose a Vice Chair and a Secretary, and let the Committee know.

3- Conference Reports:

   3-a Globecom 2004 (Dallas, Texas, November 2004). Communication Theory
       Symposium (Reps: Naofal Aldhahir, Len Cimini, Dennis Goeckel, and
       Brian Hughes). Len Cimini addressed the committee. He said that 
       this was the best experience that he has ever had for a conference. 
       The co-chairs and the 40-person TPC did an excellent job, and got 
       almost every review (3 for each paper) in on time (and ahead of 
       all of the other symposia). In addition, Ted (the TP Chair) and his 
       staff were great to work with. Len added that there were 266 
       submissions to the Comm. Theory Symposium. This is consistent with 
       past GLOBECOM and ICC (except for Paris).  110 papers are in the 
       conference proceedings -- 41% acceptance rate (which seemed about 
       right for the Reps given the reviews.). There were 12 full sessions 
       and 4 half-sessions. 
       
   3-b ICC 2005 (Seoul, Korea, May 2005). Communication Theory Symposium
       (Reps: Fulvio Babich and Tolga M. Duman). Fulvio Babich addressed the
       committee. A 52 members TPC has been constituted. They have concluded
       in time the review process, with at least 3 written review per paper.
       Acceptance rate was 33%, quite low because of the space allowed for 
       the sessions.

   3-c Globecom 2005 (St-Louis, Missouri, USA, November 2005).
       Communication Theory Symposium (Reps: Chintha Tellambura and Katie
       Wilson). Cintha Tellambura addressed the committe. The TPC has been
       constituted. Our reps made sure that the members are motivated and
       available to handle the papers submitted to the Comm-Theory symposium.
       Our representative for the general conference will be: Michael Rice.

   3-d ICC 2006 (Istanbul, Turkey, June 2006). Erdal Panayirci addressed
       the Committee describing the status of the organization. Sergio
       Benedetto then proposed, based on the Conference Technical Program
       Committee requests, that Sergio benedetto be the Comm. Th. Symposium
       Chair, with cochairs being Ender Ayanoglu, Sedat Oelcer and Bane Vasic.
       The team was accepted by the attendees. Ender Ayanoglu was present and
       accepted. Sedat Oelcer and Bane Vasic are still to be contacted.

4- Workshops Reports:

   4a- Workshop 2005. Michael Rice addressed the committee.
       The workshop will be held the first week of June in Park City, Utah.
       The general chair is: Christian Schlegel, the technical program
       co-chairs are: Costas Georghiades and Witold Krzymien, and the local
       arrangement chair is: Michael Rice. The treasurer is: Behrouz Farhang
       Boroujeny. The workshop website is available at

       The proposed workshop center is the: Stein Eriksen Lodge.
       Rooms $ 139 and Suites $ 235. All rooms have internet access.
       
   4b- Workshop 2006. Sergio Benedetto, addressing the Committee, mentioned
       that the CTW 2004 broke the US east-west tradition. If we want to return
       to it, CTW 2006 should be held on the east coast (it was normally
       Florida). We need then volunteers to organize the workshop, which means
       propose a location, pick the program Chairman (Chairmen), etc. No
       volunteers so far. The issue has been passed to the next Chair, 
       who will start soon working on it.

5- Conference endorsement. Sergio benedetto addressed the Committee,
   mentioning that two Conferences have been endorsed by him on behalf of
   the Committee, after an electronic mail procedure needed for the short
   time frame:

   a) ICU 2005
   
   b) 5th International Workshop on Multi-carrier Spread Spectrum.

The Meeting was ended by 7 pm.
