EXECUTIVE SUMMARY
1. CTTC Service Award Nominations are due 15 February 2008. Nominations should be sent (via email) to the CTTC Vice Chair who also serves as the Awards Chair. (This is Michael Rice, mdr@ee.byu.edu.)
2. Conference and workshop reports were given for Globecom 2007, ICC 2008, ICC 2009, and CTW 2008.
3. There is an immediate need for a proposal for CTW 2009. Please contact Scott Miller (smiller@ece.tamu.edu) or Michael Rice (mdr@ee.byu.edu).
4. A draft of the Policies and Procedures document for the CTTC was available for review. A vote will be conducted to accept the Policies and Procedures document at a later date.

Meeting called to order at 6:15 PM

Introductions were made.
REPORTS
The following conference reports were given:
1. Globecom 2007: S. Ulukus reported that 208 manuscripts were received. A technical program committee of approximately 60 provided at least 3 reviews for each manuscript. The acceptance rate was approximately 38%. Accepted papers were organized into oral sessions and a poster session. Sessions were organized based on the accepted papers. Accepted papers that just didn’t seem to fit in any of the session themes were assigned to the poster session.

ICC 2008: N. Beaulieu explained that approximately 3000 manuscripts were
submitted to ICC 2008 and that approximately 1050 were accepted (900 papers in
78 oral sessions and 150 papers in 9 poster sessions). The acceptance rate for
the conference was 33.6%. The communication theory symposium received 258
submissions; 78 papers were accepted for oral sessions and 9 for poster
sessions. There will be best paper prizes for each symposium. The symposium
co-chairs will choose the best paper.
3. ICC 2009: L. Lampe attended the ICC 2009 meeting. The call for papers has been generated. The desire for the Communication Theory Symposium, the Wireless Communication Symposium, and the Signal Processing for Communications Symposium to coordinate was reiterated. A technical program committee of approximately 80 members is being formed. 250 submissions to the Communication Theory Symposium are expected.

3. A. Goldsmith informed the
committee that M. Simon passed away in September 2007. COMSOC is currently
working on a memorial. Communications Magazine is dedicating a future issue to
M. Simon. A. Goldsmith suggested that the CTTC might want to do some things in
addition to the COMSOC activities, such as a plenary talk at CTW 2008 dedicated
to him or a paper award in his name. Suggestions are welcome. Please send them
to Andrea Goldsmith (andrea@wsl.stanford.edu).
4. S. Miller has generated a
draft of the Policies and Procedures (P&P) document for review. It has been
reviewed by a group of past officers and their comments have been incorporated
into the final draft. A copy will be posted on the CTTC home page.
Recommendations for changes will be accepted for a time followed by a vote
(most likely conducted via email).
