0- The meeting was called to order at 5:30 PM.
1- Sergio Benedetto welcomed all members and presented the agenda of the meeting.
2- Sergio Benedetto discussed with the members the “Pay to publish” policy in ComSoc conferences. The different alternatives discussed were: (i) One non-student registration per paper in the proceedings (ii) One registration (also student registration admitted) per paper in the proceedings, (iii) At least one non-student registration to present (possibly all) the coauthored papers, and (iv) At least one registration (also student registration admitted) to present (possibly all) the co-authored papers.
The members asked Sergio Benedetto to lobby for the last option or the closest alternative to it (second option) during the TAC meeting scheduled on Tuesday June 22, 2004.
3- Sergio Benedetto presented some past conference data/statistics (as far as the Comm-Theory symposium is concerned):
Globecom 2003: Submitted (), Accepted (72, %), 9 Sessions.
ICC 2003: Submitted (254), Accepted (96, 38 %), 24 Half-Sessions.
Globecom 2002: Submitted (?), Accepted (?, ? %), ? Sessions.
ICC 2002: Submitted (293), Accepted (128, 44 %), 30 Half-Sessions.
Globecom 2001: Submitted (240), Accepted (140, 58 %), 20 Sessions.
ICC 2001: Submitted (216), Accepted (134, 62 %), 17 Sessions.
Globecom 2000: Submitted (240), Accepted (90, 38 %), 13 Sessions.
ICC 2000: Submitted (158), Accepted (80, 51 %), 12 Sessions.
Globecom 1999: Submitted (220), Accepted (88, 40 %), 24 Half-Sessions.
ICC 1999: Submitted (200), Accepted (94, 47 %), 26 Half-Sessions.

4- Conference Reports:

4-a ICC 2004 (Paris, France, June 2004) Communication Theory Symposium (Reps: Moe Win and Stefan Kaiser). Moe Win addressed the committee. The total number of submissions was 2946, but some authors made mistakes submitting their papers and the pdf files were not uploaded on the server, and there were also some duplicate submissions in this number. So only 2903 papers were reviewed by the TPCs of the various symposia. 529 papers were submitted to the Communication Theory Symposium (The highest number of submission (18.22%)). The TPC of the Comm-Theory symposium was constituted from 47 members. The number of accepted papers in ICC'04 is 864 (29.76%). The number of papers accepted in the Communication Theory Symposium is 160 (30.24 %). The total number of sessions in the conference was 98. The Communication Theory Symposium had 20 sessions (The highest number of sessions (20.41%)).
4-b Globecom 2004 (Dallas, Texas, November 2004). Communication Theory Symposium (Reps: Naofal Aldhahir, Len Cimini, Dennis Goeckel, and Brian Hughes). Dennis Goeckel addressed the committee. 266 papers were submitted (consistent with past GlobeCom and ICC (excepting Paris 2004)). The 40 person TPC was great. On the deadline of May 7th: 39 out of 40 TPC members met that deadline for three reviews and rankings of their papers, last person was in Europe and finished by May 10th. The Comm-Theory symposium was well ahead of other symposia, despite the fact all symposia did well this time. 112 papers were accepted, for an acceptance rate of 42%, which seemed about right for the Reps given the reviews.
4-c ICC 2005 (Seoul, Korea, May 2005). Communication Theory Symposium (Reps: Fulvio Babich and Tolga M. Duman). Fulvio Babich addressed the committee. A 52 members TPC has been constituted. The members have been grouped in different expertise areas. Our representative for the general conference will be: Rohit Negi. Submission deadline is Sept 1, 2004.
4-d Globecom 2005 (St-Louis, Missouri, USA, November 2005). Communication Theory Symposium (Reps: Chintha Tellambura and Katie Wilson). Witold Krzymien addressed the committe. The TPC has been constituted. Our reps made sure that the members are motivated and available to handle the papers submitted to the Comm-Theory symposium. Our representative for the general conference will be: Michael Rice. Submission deadline is March 1, 2005.
4-e ICC 2006 (Istanbul, Turkey, June 2006). The committee received many volunteers to represent our committee in the Comm-Theory symposium and in the general conference. This list of volunteers will be transferred to the next set officers (starting January 2005) who will select our representatives to ICC'2006.

5- Workshops Reports:
5-a Comm-Theory Workshop 2004. Sergio Benedetto addressed the committee. The workshop was held in Hotel Quisisana, Capri, Italy. The workshop started on May 5, 2004 (Wednesday evening) and end on May 8, 2004 (Saturday noon). The program is available at: http://www.ctw04.unina.it Some of the committee members who attended the workshop mentioned that it was a well organized workshop with an excellent technical program and some good discussions after the talks. Sergio Benedetto mentioned that the CTW 2004 “broke” the US east-west tradition. If we want to return to it, CTW 2006 should be held on the east coast (it was normally Florida). We need then volunteers to organize the workshop, which means propose a location, pick the program Chairman (Chairmen), etc. We need to decide by Globecom 2004. 5-b Comm-Theory Workshop 2005. Michael Rice addressed the committee. The workshop will be held the first week of June in Park City, Utah. The general chair is: Christian Schlegel, the technical program co-chairs are: Costas Georghiades and Witold Krzymien, and the local arrangement chair is: Michael Rice. 6- Prof. J. Hagenauer mentioned that the 4th International Symposium on Turbo Codes and Related Topics will be held in Munich, Germany (3-7 April 2006) in connection with the 6th International ITG-Conference on Source and Channel Coding. The submission of papers deadline is: October 15, 2005.
