Cognitive radio is the enabling technology for dynamic spectrum access, and it has attracted extensive studies during the past decade from various perspectives. However, different communities may have different interest of focus on this new promising technology. Academic researchers wish to have more flexible definitions for cognitive radio to allow advanced and futuristic technology development. Spectrum regulators wish to define regulations and rules so that cognitive radio technologies/systems should stay with. As for the industries, various standardization bodies are defining the standard procedures for cognitive radio systems/devices to follow up.
In this panel discussion, we try to get various opinions on the following issues:
(1) How much do we need to regulate? And what are the essentials to be regulated?
(2) Which directions should cognitive radio research move forward?
(3) What are the essential components we need to standardize for cognitive radio systems?
(4) Suggestions for regulators, academia and engineers to effectively work together on this topic.
