Abstract: This speech will give an overview on the latest developments in radio applications and the increasing trend in the amount of radio stations deployed in China in recent years. Based on this overview, it is pointed out that a common question that should be addressed by radio administrators is how to utilize radio spectrum resources effectively. Meanwhile, through analyzing the utilization conditions of the global radio spectrum resources, it is pointed out that Dynamic Spectrum Access (DSA) is the key idea for future radio resource management. Moreover, this speech will introduce the current status of radio spectrum management and recent research activities in DSA in China, and look at the future trend of Chinese Radio Spectrum Management.
Biography: Dr. Liu Yan is Director-General of the State Radio Monitoring Center (SRMC) of People's Republic of China. SRMC is under the Ministry of Industry and Information Technology (MIIT) and is responsible for radio monitoring and radio spectrum management in China. Dr Liu is also Standing Director of Radio Association of China, Director of China Institute of Communications, and Fellow of China Institute of Electronics.
Dr. Liu is also an adjunct professor at Beijing University of Posts and Telecommunications and Jilin University. He has been actively teaching in universities and doing scientific and policy research in the field of radio telecommunications, including communication software, network management, spectrum engineering, and radio management technology and monitoring aspects, etc. Dr. Liu has published more than 60 scientific papers and 7 books in the field mentioned in both domestic and international journals/conferences. He has been leading more than 20 research projects, 6 of which have achieved the scientific awards in Ministry, Province, and State levels. Presently, Dr. Liu is in charge of one project--Interference Analysis and Spectrum Planning for Broadband Wireless Mobile Communications, which is one part of National Key Technology R&D Program in the New Generation Telecommunicating Networks for Broadband Mobile Communication. He is also in charge of another project--Technical Research of Telecommunication Testing in RFID Applications, which belongs to the National High-tech R&D Program (863 Program).
