Spectrum 'scarcity', perceived or real, has led to numerous suggestions on how best spectrum should be managed. The objective is to enable efficient usage of spectrum and effective regulatory environment. Proposed solutions take the form of economic dimensions and technical aspects. Technological advancement cannot be realised without an ecosystem and regulatory environment to support.
