1) APC Chairman's Message by Tomonori Aoyama



GLOBECOM'96 is to be held in London on November 18-22, 1996, and we will

have the regular APC meeting at the conference site.  I would like to

encourage you to join the meeting to be held in the evening on November 19,

and to meet your friends again or to get new friends there.



     The first topic that I have to report you here is that we will open our

APC home page by the time of GLOBECOM'96.  The information on how to access

it will be announced at the APC meeting at the latest.  I would like to ask

you to click our home page and also to contribute your contents to the home

page so that we, ComSoc members in the AP region, can obtain the latest

information on ComSoc activities in AP region, and can link to various

related information sources through WWW.  This AP Newsletter will be

delivered to you through the home page in addition to a conventional printed

form and an e-mail form.



     The second topic is also concerned with an Internet technology.  During

GLOBECOM'96, some technical sessions will be multicasted by two different

approaches.  The one is the well-known M Bone network.  This service will be

provided on worldwide basis.  The other approach will be offered in some

areas of AP region.  In these areas, after you download a software, named

"Software Vision", to your personal computer, you can obtain real time image

multicasted from the session room using your PC on your desk.  If you want

to have information on these Internet-based multicast of technical sessions

in GLOBECOM, please contact the APC secretary, Mr. Koichi Hagishima

(hagi@magnet.netlab.ntt.jp).  I appreciate that several key members in APC

are now heavily involved in preparing these events.



     The third topic in a good news from IAC(International Affairs Council).

Three motions proposed by IAC(Chairman in Professor Lin-shan Lee, the past

APC Chairman) were approved in the last BOG meeting at ICC'96.  They are (1)

Election and International Representation  (2) International Student

Membership Award, and (3) Student Travel Grants within the same region.  All

of them are beneficial for members in AP region.  Professor Lin-shan Lee

distributed the detailed information on the motions through the APC e-mail

network (apc_member@hornbill.ee.nus.sg), so members in the e-mail network

have received it.  If you need more information, please contact Professor

Lin-shan Lee.(lsl@iis.sinica.edu.tw)



     ComSoc is now trying to change its organizational structure, the form

of ComSoc sponsored major conferences, its relationship to other academic

societies/institutes(e.g. sister society), and to seek for on-line publications

(e.g. Communications Magazine Interactive).  The objectives of the above

self reformation is to survive in 21st Century as one of the academic

leaders to advance information technologies and to proliferate them in our

social life.  ComSoc has established several ad-hoc teams (e.g. Strategic

Planning Committee, Electronic Processing Study Group, etc.) to make draft

plans for the reformation.  ComSoc/APC needs your knowledge, idea and

contributions to proceed with the reform.  Let's participate ComSoc/APC

activities more.

2) Invited Article-APCC,  The Major Vehicle for Future Collboration of

Asia-Pacific Communications Community

In recent years we have seen dynamic evolutions going on in the

communications community of thAsia-Pacific region. Communications industry

and technical developments have been advancing more actively in this region

than in any other regions of theworld. In step with this advancement the

domestic communication institutes or societies in the AP region have been

growing, taking the major technical supporting role of each individual country.



The dynamic growth of AP regional activities is well demonstrated in the

participation of the ComSoc activities. According to the APC statistics, the

ComSoc membership increase in the AP region was 51 percent during the 4 year

period from 1991 to 1995, and the ICC/Globecom paper increase was 35 percent

during the 6 year period from 1989 to 1995. AP members' participation to APC

itself has been increasing accordingly.



The domestic institutes(or societies) in each  country(or area) correspond

to the national counterpart of the IEEE or ComSoc. Coorperative relation

among the domestic institutes and ComSoc is mutually beneficial to each

party as it can help enhance technical exchanges and human relations. In

fact, APC can play the pivotal role for this inter-institutional

collaborations in the AP region.



As a globalization policy of ComSoc, ComSoc has signed a Sister Society

relation with some of domestic institutes last year, including CIC(china),

CIE(China), CIEE(Taiwan), IEICE(Japan) and KICS(Korea) in the AP region. The

Sister Society realtion is a mutual relation closely tying each domestic

institute to ComSoc on individual basis. It establishes a star-like network

connecting the domestic institutes and ComSoc.



There is another network that has been established since 1993 among AP

regional institutes and ComSoc APC. It is the Asia-Pacific Conference on

Communications (APCC). It was first held in Daejon, Korea, in 1993, and then

in Osaka, Japan, in 1995, and is going to be held in Sidney in 1997. The

international steering committee of APCC, which consists of representatives

of AP regional domestic institutes and ComSoc APC, has agreed to  promote

APCC as the major vehicle for AP regional  collaborations in exchanging

communication technologies and people.  This traveling type of AP regional

conference has thus formed a ring topology connecting AP regional domestic

institutes and ComSoc.



As such, APCC is the very platform for future AP regional collaborations. It

can provide us an opportunity to travel and learn about our neighbour

countries, exchanging technical findings. It can also provide us

opportunities to have APC meetings as we usually do in ICC and Globecom

conferences. So it is worth paying attention to APCC, actively participating

in and hosting future  APCCs to each country.



In order to aid those who would like to learn more about APCC I attach a

more detailed introduction to APCC in the following.



Introduction to ASIA-PACIFIC CONFERENCE ON COMMUNICATIONS (APCC)



0. BACKGROUND

   The IEEE COMSOC Asian Pacific Commitee(APC) proposed a new  technical

conference on communications, named APCOM (Asian Pacific  Communication

Symposium), after two years discussion, to encourage technical activities

and more effective information exchange among  Asia Pacific countries. Its

basic idea was approved by most APC members and the first conference has

been proposed for 1995.



 Independently of the COMSOC's activities, Korea Institute of  Communication

Science(KICS) started an Asia-Pacific(AP) regional conference under the name

of Asia-Pacific Conference on Communications(APCC) in 1993 in Taejon in

commemoration of EXPO'93.  The conference was held successfully with more

than 200 papers presented and with more 500 participations from 24

countries/areas mostly in the AP region.



On August 26, 1993, representatives of IEEE COMSOC and representatives from

major institute in the AP region held a meeting in Taejon for the future

collaboration of the proposed APCOM and  the APCC. Through discussions in

the meeting the representatives realized that the objectives of the two

conferences are very close, so they came up with the agreement to merge the

two conferences under the name of APCC.



As of June 13, 1995, the Japan-Korea Joint Conference on  Communications,

Networks and Switching Systems(JC-CNSS) was merged to the APCC. The JC-CNSS

had been held annually in Japan and Korea, alternately, for the past eight

years, and had played an important role toward the birth and evolution of

the APCC.



1. OBJECTIVES OF APCC (agreed by the Initial Steering Committee on August

26, 1993)

  The main purpose of the expanded APCC conference is to provide researchers

and engineers in the AP region with an opportunity to discuss topics related

to advanced telecommunication technologies and services, while opening the

door to the world. It is expected that the conferences will become a major

regular international  conference and stimulate research and development

activities in AP countries/areas.



2. FEATURES OF APCC (agreed by the Initial Steering Committee on August 26,

1993)

(1) Steering Committee: The conference will be controlled by a  standing

international steering commitee consisting of  representatives from

institute/societies of AP countries/areas  and IEEE COMSOC. The main policy

and strategy of APCC will be   discussed and decided at the  APCC Steering

Committee(ASC).  The steering commitee will consist of one to three

representatives    from all participating countries/areas in the AP region

and  IEEE COMSOC, but each country/area will have only one vote.

(2) Contribution to Local Activities : There have been a number of

international conferences on communication technologies  periodically held

by the AP countries/areas themselves to  encourage their own academic

activities. (For example, ICCT in  China, ISCOM in Taiwan, and  ICCS in

Singapore.) APCC will  support the internationalization of those activities

by increasing  the chance to hold APCC jointly with such conferences. Also

APCC  can provide seminar/tutorials by inviting experts from the world  so

that AP people can get access to the latest topics in  telecommunications.

(3) Sponsorship : Sponsorship will be jointly taken by the

institutes/societies of the participating countries/areas in the AP region

and IEEE COMSOC. APCC is an international conference  sponsored by the

Asia-Pacific region. Accordingly, this conference  will be open to

participants from all over the world.

(4) Topics : The conference will cover telecommunication technologies,

systems, services and related areas. Special topics will be  planned for

each conference to address areas of interest. These  topics could be

selected or added within this scope depending on  the regional interest.

(5) Finance : Each conference should be financially self-supporting.

(6) Site and Period : The initial APCC conference was held in Korea   in

1993. The next expanded APCC conference will be held in Japan  in 1995. From

then on it will be held once in every one or two  years in the Asia-Pacific

countries/areas in rotation.



3. CONFERENCE GUIDELINES (decided at the 2nd ASC meeting on July 18, 1994)

(1) Year and Site for Future APCCs

  - Future APCC will be held annually, and September is recommended   as the

target month.

  - Conference Site will be decided in the ASC meeting based on the

proposals submitted to the ASC. Guideline for the decision will  be later

prepared based on that of the ISCAS, the ICC or other  major conferences.

  - Call for Proposals will be sent to all candidate countries/areas.

Proposals should be submitted to the ASC chair at least two years  and three

months ahead of the desired APCC date.

(2) Joint Conference with Other Local/International Conferences

  - APCC can be held jointly with any local/international conferences  in

the AP region. In this case it is desirable to hold the  local/international

conferences under the umbrella of the APCC.

 - Some sessions can be organized jointly with other  local/international

conferences. APCC Organizing Committee will   make relevant decisions on

session organizations.

(3) "China/Taiwan" Issue: omitted.

(4) Regarding the ASC Functions

   -ASC will decide the site and date of APCCs and keep the records  (such

as final reports, programs, proceedings, etc.) of all APCCs.

  -Regular ASC meeting will be held annually on the eve of the APCC.

  -The general chair of each APCC is responsible to submit a  written final

report of the corresponding APCC to the ASC.

  -Fundamental issues to be discussed in the regular ASC meeting are:

    1) Final report of the previous year's APCC

    2) Status report of the current year's APCC

    3) Progress report of the next year's APCC

   4) Decision of the site and date for future APCCs.



4. ELECION OF OFFICERS AND NOMINATION COMMITTEE

   (decided at the 3rd ASC meeting on June 13, 1995)



(1) ASC Officers

    -The officers including one chairman, three vice-chairmen and one

secretary, shall be elected or approved by ASC. The terms of  officers as

well as ASC members are two years as agreed at the   initial ASC meeting.

(2) Nomination Committee

   -The nomination committee members shall be appointed by the  current

chairman. The committee shall submit candidates for next  ASC chairman and

vice-chairmen. The ASC shall elect the officers among the candidates.



5. ASC DOCUMENTS TO BE KEPT AND PASSED ON BY ASC CHAIR/SECRETARY

  (decided at the 3rd ASC meeting on June 13, 1995)



(1) ASC Meeting Minutes

(2) Major correspondences of ASC Chairman

(3) Final Reports of each APCC

(4) Final Program of each APCC

(5) Final Call for Papers of each APCC

(6) Proposals for hosting APCC

(7) Other major items

 -Proceedings of each APCC shall be kept by the chairman of each  APCC

organizing committee.



6. NOMINATION and ELECTION PROCEDURES

  (decided at the 4th ASC meeting on June 27, 1996)



(1) Nomination Procedure for ASC Officers

   -The nomination committee collects candidate names for the ASC  Chair and

the ASC Vice Chairs from the ASC members.

 -The nomination commitee selects one or two names for the Chair and three

to five names for the Vice Chairs from among the  candidate names proposed

by the ASC members. The selection   is performed by the nomination committee

taking into account  the previous contribution to APCC activities,

capability to  participate the AOCC conferences and the ASC meetings, and

regional balance.

(2) Election of ASC Officers

  -The election of the ASC chair and vice chairs shall follow   the majority

voting rule in the ASC meeting with each ASC  member having one vote. (Note

: This rule is decided according to the ASC voting guidelines set at the

initial ASC meeting)  -At the ASC meeting one chair and three vice chairs

are elected  by the ASC members' voting from among the candidate names

selected by the nomination committee. In case of a vote of  confidence,

election is decided by majority.

  -The secretary of the ASC is approved by the ASC members at the ASC

meeting taking into account the nomination by the elected chair.

1. APC Chairman's Message



APC Chair Dr. Aoyama :  At the start of my two-year term as APC Chair, I

feel strong responsibility to take a leadership in APC and to promote the

global and regional activities through APC.  To accomplish them, I need your

collaboration and voluntary involvement in APC.



2. Message from VP-International



Prof. Lin-Shan Lee, VP-International made a remark.



3. APC Officers for 1996-1997



APC Chair Dr. Aoyama introduced the APC officers for 1996-1997. There were

still vacancies at some positions. Dr. Aoyama requested to nominate some

people. It was agreed that Prof. D. P. Taylor should be in the list of the

APC Advisory Board.



4. Self- Introduction



Every attendee introduced himself/herself. 23 attendees are listed in the

attachment.



5. Approval of Meeting Minutes



The last APC meeting was held in Singapore on Nov. 13,1995. The meeting

minutes was approved as it was.



6. Report from Chairman



- APC Charter

APC Charter defines scope and objectives, Officers, Operations,

Subcommittees such as Technical(APTC), Regional Activities(APRAC), and

Meetings and Conferences(APM&CC). APC Chair has been nominated by the

nomination committee consisting of past and current chairpersons, and 3

additional APC members.



- APC Office

In July 1995, the IEEE Comsoc established a permanent office in

Singapore(within the IEEE Asia Pacific Customer Service Centre premises) to

better serve its members in the Asia Pacific Region. The address and phone

In Nov. 1995, discussions were initiated by the APC Officers for Singapore

Office to take up several APC important functions. Further considerations

are needed.



- Sister Society Agreement

The IEEE Comsoc has exchanged cooperative agreements with seven "Sister"

Societies around the world. Among them five Sister Societies(CIC, CIE, CIEE,

IEICE, KICS) are based in the Asia and Pacific region. Through this, Comsoc

will further seek for Globalization.



- Nomination of ComSoc Career and Service Awards

On behalf of Dr. T. Hattori, APC Award Liason, Dr. Aoyuama requested

Nominations for the following Comsoc Career and Service Awards: Edwin Howard

Armstrong Achievement Award, Donald W. Mclellan Meritorious Service Award,

and the ComSoc Award for Public Services in the field of telecommunications.

- APC Reviewers' List

At the last APC meeting at Globecom'95 in Singapore, the APC Reviewer's List

was approved as the basis for the future expansion. The list would be

maintained and upgraded by AP Technical Subcommittee(Chair: Prof. Sasae;

sasase@mori.elec.keio.ac.jp). Currently total number of the reviewers are 69

in 23 technical areas.



- Student Travel Grant

"Student Travel Grant" is awarded to those who will present a paper at one

of the following Conferences: ICC, GLOBECOM, INFOCOM, ICUPC, NOMS, or ISINM.

19 out of 35 applicants(slightly exceeds 50%) were selected at ICC'96. Among

them 10 (out of 18 applicants) were from the AP region. The Grants is a

Check of US$800 plus the Conference Record. Prof. Lin-Shan Lee,

VP-International proposed new student travel grant proposal such that some

students can apply for travel grants to attend conferences held within their

region at special conditions.



- Complementary(Free) Subscription of Comsoc Trans. for 3 years

"Free Subscription" was granted to Ms Tran Thi Hong and Mr. Le Taun Anh in

Vietnam.



- Statistics on the APC Activities

ComSoc Membership statistics(as of Dec. 1995) in Asia Pacific region was

presented. ComSoc Membership Increase in AP region from Dec. 1991 to Dec.

1995 was also presented. AP region contributions to ICC/Globecom from 1988

to 1996 was presented. In ICC'96, 99 papers out of total 352 papers were

from AP region, but only 9 sessions out of total 59 sessions were chaired by

the members from AP region.

Prof. T Miki reports Internet mini-conference would take place during

Globecom'96. The organizing committee is planning to broadcast the

mini-conference to other countries by Internet.



- Other ComSoc officers

Prof. B. G. Lee reports Korea submitted the plan to take ICC 2001 in Seoul,

Korea. But, In this ICC'96, The representatives of Finland also presented

their plan to take the ICC 2001 in their Country. So, strong support from

Asia Pacific region is needed to take ICC 2001 in Seoul, Korea.

- Distinguished Lecture Tour

Distinguished Lecture Tours(DLTs) are a service provided by Comsoc to the

local Chapters and their members. Lecture tours can be arranged in response

to a request form one or more Chapter Chairs, or by the VP Member Affairs

when a Distinguished Lecturer will be available to speak in a certain local

areas. DLTs will be funded in accordance with specified guidelines, as a

service to existing  members and Chapters, or as a means of generating new

members or promoting new Chapter formation. Currently there are 18

Distinguished Lecturers in Comsoc.

- Election and International Representation

Prof. Lin-shan Lee, VP-international initiated discussions on the election

and international representation with the retreat group of the top officers

of ComSoc. The current system to elect the members-at-large in the Board of

Governors of ComSoc is not good enough to create reasonable international

representation of world-wide members of Comsoc. It is extremely difficult

for AP candidates to be elected to the Board of Governors of ComSoc. This is

why he initiated this discussion.

ComSoc members can subscribe to IEICE Transactions on Communications,

English Transactions from Japan, at reduced "sister-society" rates.

2) The On-Line Connectivity for the Asia Pacific Customer Service Centre

hook-upto IEEE New Jersey Oracle database  has been approved but

re-scheduled for 1st quarter 1997 for implementation.

It has been noted that the European Operations centre(in Brussels) has had

successful implementation and encouraging member feedbacks  for the last 6

months.

4)  We welcome the formation of a  new Communications chapter for the

Western Australia Section.  Set-up for New Zealand South and Vietnam are

still in the works.

encourage their employees to join the IEEE ComSoc Society.



7) This office is currently coordinating a Distinguished Lecture Tour of

Australia  in early 1997 for Prof. David Goodman which was  initiated by Dr.

Roberto Boisson de Marca.



8) Due to last minute requests and arrangements, we were unable to

participate in more overseas  ComSoc sponsored conferences and exhibitions

held in the Asia Pacific countries this year.  Planning is underway to make

our participation felt more widely in the Asia Pacific in 1997.

   In order for the papers in ComSoc conferences/publications to reflect the

interests of members outside of North America, ComSoc set up a rule that

each submitted paper should be reviewed by at least 3 reviewers, in which at

least one should be from outside of North America. As one of the main

activities of ComSoc Asia Pacific Committee(APC), Dr. K. Hagishima (NTT,

Japan), the Secretary of APC, has made great efforts to create a ComSoc Asia

Pacific Reviewers' List. This list now includes more than 60 outstanding

reviewers  from 11 countries in AP region, and their technical interests

cover all the technical committees.



 As a technical subcommittee chairman of ComSoc APC, I would like to invite

6) Travel Grants of IEEE Communications Society by Lin-Shan Lee (Vice

President for International Affairs) and Koichi Hagishima (Secretary of APC)



The travel grant program has been a very important and very successful

program of IEEE Communications Society. It provides limited number of travel

grants to help its worldwide members with traveling difficulties attend major

conferences of the society. A total of five major conferences are currently

covered by this program: ICC, GLOBECOM, INFOCOM, ICUPC, NOMS or ISINM. In

this program, the whole world is divided into four major regions: (1) North

America (Regions 1-6 for USA and Region 7 for Canada as defined by IEEE),

(2) Europe,

Africa and Middle East (Region 8), (3) Latin America (Region 9) and (4) Asia

Pacific (Region 10). The basic principle is that the recipients of the

grants have to stay in a major region other than the major region in which

the

conference is held.



There are two types of travel grants: (1) student travel grants and (2)

professional travel grants. In 1996 up to September the student travel

grants have been given to 39 students all over the world, in which 6 to

attend INFOCOM'96, 2 to attend NOMS'96, 20 to attend ICC'96 and 11 to attend

ICUPC'96. They are from 20

countries including 11 in region 8, 1 in region 9, 7 in region 10, plus USA.

The Board of Governors meeting of the society held in ICC'96 June 96 has

approved a 25% increase of the budget for student travel grants in 1997 as

compared  to 1996, although this budget has been increased significantly in

the last several years. In

1996 up to September professional travel grants have been given to 2

researchers, 1 in Greece to attend NOMS'96, 1 in Turkey to attend ICC'96.

The details of the program are given below for your reference.



(1)  Student Travel Grants



     Student Travel Grant is awarded to those who will present a paper at

one of the following Conferences:  ICC, GLOBECOM, INFOCOM, ICUPC, NOMS, or

ISINM.



1.  Grants:     A check of US$800 plus the Conference Record.



2.  Qualifications:



1)  A member of IEEE (or have applied for membership in conjunction with

the application to this Grant);

2)  Living outside the Region where the Conference will take place;

3)  An author who will present an accepted paper at the Conference;

4)  Not having received a similar grant in the past 24 months.



3.  Procedures:



1)  90 days before the Conference

        Deadline for the applications to be received by the regional

chairman  (APC chairman).

2)  83 days before the Conference

        The regional chairman (APC chairman) should send the applications to

VP-International via business mail (e.g. DHL) no later than this date.

3)  78 days before the Conference

        Deadline for all applications to arrive at VP-International.

4)  65 days before the Conference

        Decision is made by VP-International and students are notified no

later than this date.



4.  The Results at Globecom'96



36 out of 79 applicants (very close to 50%) were selected at Globecom96.

Among them 13 (out of 27 applicants) were from the AP region. The number of

the total applicants increased by more than twice compared with that at  ICC'96

in Dallas (35 applicants). Prof. Lin-Shan Lee, IAC Chair made a great effort

to increase the number of grants by about double (only 19 at ICC'96).

5.  The results at ICUPC'96 (Sep./Oct. 1996, Cambridge, Massachusetts)



There were total of 26 applicants at ICUPC96. 11 students were awarded for

the grant. From the AP region, those were included in the recipients:

            F. Yang  (China)

            R. Berangi  (Australia)

            T. Sato  (Japan)

            J.Y. Kim  (Korea)                  (4 out of 10 applications)



At the last APC meeting at ICC96 in Dallas, Prof. Lin-Shan Lee,

IAC Chair proposed a new student travel grant category: "Travel Grants

within  Region" It was discussed and supported by APC members. He proposed

it at the Board of Governers meeting and achieved its approval. The details

are the followings:



 Starting Globecom'96 special exceptional cases with very restricted

conditions are also allowed for students to receive the grants to attend

major conferences held within the same major region. In this case the grant is

US$500 plus a complimentary copy of the record. Example special conditions

to be considered are:



(i)   With very high paper review score or recommended by the Technical

Program Committee chair, or authored more than one papers.

(ii)  The minimum air fare to attend the conference is very high (for

example, the air fare Turkey to London, Australia to Tokyo, etc.), as

verified by the regional representative.

(iii) A letter signed by the advisor or another officer of the university

indicating that there is really no way for students to obtain travel support

locally.

 (iv)  The cost of this part not exceeding 15% of the total student travel

grant budget allocated to each specific conference.



(2)  Professional Travel Grants



 A very limited number of professional travel grants are also available for

those with practical difficulties to attend the conferences. The grant

includes $1,000 plus a complimentary registration for the conference

(including a copy of the conference record). The candidate may be an author

of a paper  accepted for the conference, a panelist of a panel session, a

chair of a session, or a chair of a chapter of the society.



The candidate must be a member of IEEE or must have applied for the

membership of IEEE. All other requirements and processes for this grant are

the same as the student grant, except that no application forms are needed,

and no special exceptional cases for attending conferences within the same

major region are allowed.

7)  Broadcasting over the Internet for Global Internet 1996 at Globecom'96

During Globecom'96, IEEE Global Internet 1996, a mini-conference,

(http://gaia.cs.umass.edu/tccc/internet96/) will be organized at the same

location. It is planned by a voluntary group in the ComSoc to broadcast the

technical sessions of the mini-conference between 20th and 21st of November

1996 via the Internet.

The mini-conference will provide an open forum for the participants to

review the state-of-the-art technologies and applications of the evolving

Global Internet. It will also provide an opportunity to highlight solutions

to pressing issues, establish a vision for the future, and challenge the

participants to press forward in their research and engineering efforts to

meet business and industry needs for global internetworking.



The mini-conference will include keynote speeches, tutorial and panel

discussions by leaders in these areas, and contributed papers by active

researchers in the field.  The conference will put special emphasis on

hands-on experiences with actual implementations and widespread applications.

Mbone and SoftwareVision (http://www.hil.ntt.jp/SoftwareVision/) will be

used as broadcasting methods. Prof. Jon Crowcroft, Chair of Technical

Program Committee of the Mini-conference will be the leader for the project,

and will be in charge of creating an Mbone session. As far as SoftwareVision

is concerned, IEICE (The Institute of Electronics, Information and

Communication Engineers; its secretariat is located in Tokyo, Japan) will be

the main contributor for the broadcasting. This is the first trial of the

"Sister Society" cooperation in this kind.



In order to succeed this broadcasting project, a reliable Internet backbone

network is mandatory. In addition, it must be globally connected. The

Internet 1996 World Exposition (IWE) is the best fit to the project.

8) International Student Membership Award by  Lin-shan Lee, Vice President

for International Affairs



In order to help young, outstanding engineering students worldwide to

develop their interest in communications technology as well as their

knowledge regarding IEEE Communications Society, the Board of Governors of

the society has approved a new program of "International Student  Membership

Award" in its meeting in ICC'96, which will be started in  Jan 1997.



In this program, a formula was developed such that each country outside of

North America (or outside of United States, if Canada is to be included)

with at least one chapter and memberships exceeding a minimum threshold can

have some quota for "student membership awards", and the quota increases for

countries with more memberships. All chapters in each country should submit

a common set of approaches, guidelines and criteria to select the

recipient students in that country, to be approved first by the regional

committee (the Europe, Africa and Middle East Committee for Region 8, the

Latin America Committee for Region 9, and the Asia Pacific Committee for

Region 10), then by IAC (the International Activities Council of the

Society). Right now many countries/sections/chapters have their local or

national"student paper contests", "engineering student award" or similar

programs.  These programs can also be merged with the basic guideline for

selection of student recipients discussed here. But only those countries

with their approaches, guidelines and criteria approved can use the quota.

Each selected student recipient is then awarded the student membership of

the society free for one year, but each student can be the recipient only

once.  Such a mechanism design is based on the considerations that in far

away regions each country has her own culture and institution systems.

Therefore the actual selection can only be performed by the local chapters.

When a country has more than one chapters, these chapters should join

together to have uniform rules. The regional committees and IAC are then to

ensure the selection criteria for different countries reasonable so as to be

fair to students in different countries.



The initial formula currently accepted to count the quota for each country

is as follows:

(i)   1 recipient for membership exceeding 10

(ii)  1 extra recipient for every 20 extra members with membership 11-50

(iii) 1 extra recipient for every 50 extra members with membership 51-200

(iv)  1 extra recipient for every 100 extra members with membership 201-400

(v)   1 extra recipient for every 200 extra membership with membership 401-800

(vi)  1 extra recipient for every 400 extra membership with membership 801-1600

(vii) 1 extra recipient for every 200 extra membership with membership 1601-

This is the way to allocate more funds and give more awards to countries

with more needs or less members. With this formula, based on the membership

statistics up to July 31 '96, the numbers of recipient students who can

receive the award are listed in the following Tables. I would like to

encourage the chapter chairs of each country to consider this program, come

up with a good proposal to select the student recipients, and submit it to
