On November 15, 2005, the IEEE CQR Technical Committee hosted a Public Safety Answering Point (PSAP) Best Practices Conference at the Lucent Bell Labs Network Reliability & Security Office (NRSO) in Washington DC.  23 experts, representing Public Safety, Service Providers, Equipment Manufacturers, and Government met to discuss the feasibility of identifying Best Practices for 911 professionals.
