TCCC Meeting Minutes - Globecom '96 |
The TCCC meeting at Globecom '96 was held on
Tuesday, November 19, 1996 from 5.15 pm until about 7 pm. It was
chaired by Tatsuya Suda.
Conference Reports
Since the TCCC conference representative, Roch Guerin, was not
present, the following reports were read by H. Schulzrinne based on
material received from Roch Guerin, unless otherwise noted.
Infocom 1996
Kazem Sohraby reported that Infocom 1996 attracted 564 papers, of which
only 164 were published.
LAN/MAN Workhshop 1996
Martina Zitterbart reported that the LAN/MAN workshop 1996 in Potsdam,
near Berlin, Germany was successful, with 113 attendees and 6 corporate
sponsors. The poster sessions were generally well received, after
initial scepticism. The session on residential access attracted
particular attention. Daniel Pitt has prepared an extensive report.
Interop 97 Engineers Conference on Broadband Access

being considered.
ICC'97

- On the review front, TCCC was assigned 44 papers out of a total of
700 submitted to the conference. Three reviewers per paper were
required. About 60 volunteers from TCCC helped in evaluating the papers
submitted to the conference. Currently, there are no
workshops/tutorials that are sponsored by the TCCC.

Nader Mehravari writes:
By the time that I got involved with representing TCCC, the MILCOM
people had already decided on a first draft of the technical program and
the session topics. I have volunteered TCCC to organize and chair three
unclassified technical sessions and one half-day tutorial. The three
technical sessions are: video conferencing, mobile systems, commercial
and tactical Internet. The proposed 1/2 day tutorial is on video
conferencing technology. I have not yet heard back from the MILCOM
program committee as to our proposed involvement. I will contact the
TCCC community for volunteers once I hear from the program committee.

LAN/MAN Workshop 1998
To be organized Spring 1998 by Terry Todd (McMaster University) and
Malathi Veeraraghavan (Bell Labs).
ICC'98
It has been suggested to hold ICC at separate (but co-located)
facilities during those years that it is held in conjunction with
Supercomm, e.g., 1998. For example, the technical sessions could be
held in the conference hotel rather than the exhibition facilities,
making it less likely that conference attendees would get "lost" amid
the masses of Supercomm trade-show visitors as well as making it easier
to find meeting rooms. A straw poll yielded 6 opposed to separation, 16
suggesting a complete separation (although it was not quite clear
whether this number included those satisfied with separate, co-located
facilities) and 19 separate and co-located facilities.

John Daigle tentatively volunteered to organize the workshop in Oxford,
TN, near Memphis in September or October of 1998.

- The Globecom 98 program committee will not be meeting
at Globecom 1996 in London. The next meetings will be held at the
next ICC and the next INFOCOM.

Frequent Conference Attendee Program
Mark Karol presented a proposal currently being discussed by the Board
of Governors. Under that proposal, ComSoc members would receive a
discount (say, $25) on their ComSoc [and IEEE?] membership dues for each
conference attended in the past year. This is motivated by the fact
that currently, dues are often paid directly by members, while the
benefits of reduced conference fees accrue to the members' employers.
There was general agreement with the proposal, with questions about
amounts and which conferences would count. If adopted, it could be
tried out as soon as Infocom'97. Extensions to journal subscriptions
are being discussed.
The Strategic Planning Committee has proposed that ICC and Globecom
evolve to a "mall of mini-conferences" model, where these conferences
would consist of 6-8 mini-conferences instead of the current number of
parallel tracks. This is also known as the "federated model" for these
conferences. Each such mini-conference would follow the current model of
the Communications Theory and Global Internet mini-conferences, with
their own TPCs and chairs, but with a common conference infrastructure.
These proposals were presented by Mark Karol and then
debated at length by the TCCC.
Concerns and issues raised:
- The name "mall of mini-conferences" was generally disliked, on count
of both terms.
- The current pricing scheme for mini-conferences was considered too
expensive and unfair, since attendees end up paying twice for the same
conference time. It was suggested to simply have an overall conference
fee that would also cover the mini-conferences.
- The transition from the current model to a fully federated model
seemed less than clear, with support from the GICB (Globecom and ICC
Conference Board) not assured. There was a general sentiment that just
adding mini-conferences and leaving Globecom and ICC at their current
size is not desirable, as there is already a concern with the quality of
papers presented. There was little desire to add to the perceived glut
of conferences.
- The proceedings of the mini-conferences of Globecom and ICC should
be integrated into the main proceedings, both paper and CD ROM, to make
them more accessible to non-attendees. It was noted that the current
mini-conference proceedings are not easily located after the conference.
- Globecom'96 and Global Internet'96 were considered by many to be far
too expensive.
19 attendees voted to support a federated model that closely controls
the quantity (and, thus, quality) of papers presented at Globecom and
ICC. There were no opposing votes and a number of silent abstentions.
Other Business
John Daigle, the new IEEE Network magazine editor-in-chief, solicited
papers for the magazine.
