The 2018 IEEE ComSoc Election results are in! This year, 5,082 ballots were returned for the positions of IEEE Communications Society President-Elect and four Members-at-Large to the Board of Governors for the term beginning 1 January 2019.

- Vincent W.S. Chan
My most important goal as ComSoc President is to build and broaden its membership base and technical activities to revitalize ComSoc. The viability of ComSoc as one of the IEEE leading societies and serving it members well is critically dependent on this vision. I want to substantially improve the involvement of industry with the society in their participation in conferences, publications and governance. It is vitally important that ComSoc has a balanced representation so the academics and practicing engineers can exchange research ideas and cross-pollinate. There are many fast developing research and development areas in communications and networking, many involving multi-disciplinary research. ComSoc has started a number of new journals under my tenure as VP Publications and we need to continue to build on our initiatives and evolve and occupy substantial leadership roles in network, wireless/optical communications and applications, incorporating data analytics, cognitive techniques, signal processing, and other network sciences. Another goal will be to engage multi-national government funding agencies and policy makers in future research direction discussions, leading to exciting new research programs. The health of our society will significantly improve if more dialogues and interactions among such diversified groups occur in the future under ComSoc’s strong leadership. We also need to grow the ComSoc volunteer base, paying attention to geographic, gender and cultural diversity. Within the Society we need to cultivate and mentor new blood helping their career development and grooming our future leaders. ComSoc needs a balanced multi-national representation and a transparent, globally-beneficial agenda for its path forward.
Vincent W. S. Chan, the Joan and Irwin Jacobs Chair Professor of EECS, MIT, received his, received his B.S. (1971), M.S. (1971), E.E. (1972) and Ph.D. (1974) degrees from EECS MIT. From 1974 to 1977, he was an assistant professor, EE, at Cornell University. He joined MIT Lincoln Laboratory in 1977 and was Head of the Communications and Information Technology Division until becoming the Director of the Laboratory for Information and Decision Systems (1999–2007) at MIT. He founded and is currently a member of the Claude E. Shannon Communication and Network Group at MIT’s Research Laboratory of Electronics
In July 1983, he initiated the Laser Intersatellite Transmission Experiment Program and in 1997, the GeoLITE Program. In 1989, he led the All-Optical-Network Consortium (1990-1997) formed among MIT, AT&T and the Digital Equipment Corporation. He also served as PI of the Next Generation Internet Consortium, ONRAMP (1998-2003) formed among AT&T, Cabletron, MIT, Nortel and JDS, and a Satellite Networking Research Consortium funded by NSF formed among MIT, Motorola, Teledesic and Globalstar. He has served in many U.S./non-U.S. government advisory boards/committees and the Board of Governors of the Communication Society including VP of Publications, and is currently chairing the ComSoc Strategic Planning Committee. He also has participated in several start-ups and was a director of a Fortune 500 network company and chaired its Technical Advisory Board. He is a Member of the Corporation of Draper Laboratory and is a Life Fellow of the IEEE and the Optical Society of America. Throughout his career, he has placed his research focus on communication and networks.
- Hikmet Sari
IEEE ComSoc is the world’s leading society for communications professionals from diverse backgrounds including academia, research organizations, and industry. While ComSoc stands as the undisputed leader offering the highest quality technical publications and conferences in the field, it has been facing some challenges in terms of membership over the past few years. The number of student members has dropped, and we have ongoing difficulty in attracting more people from industry. Another challenge is to remain at the forefront of technology, position ourselves in emerging fields, and offer the most relevant services to our diverse membership. I would be honored to serve our society as President for 2020 – 2021 and dedicate my time and energy to addressing these challenges. My long experience in both industry and academic institutions, diverse positions in ComSoc, and professional activities in different regions will help me address these challenges in the best interest of our membership. If elected, I would be committed to:
- Maintain and strengthen the leadership of ComSoc and ensure that our publications and conferences remain the premier source of information to professionals in communications.
- Help position ComSoc in emerging fields and make it more relevant to diverse membership from both academia and industry.
- Improve our educational offerings to professionals from industry while preserving and further growing our value to academics, students, and to the research community.
- Further strengthen the globalization effort of ComSoc and the embracing of global culture and values in its activities.
- Promote fairness, transparency, and diversity at all levels, and attract young professionals for serving on our committees and leadership positions.
Hikmet Sari is Professor at Nanjing University of Posts and Telecommunications, China, and Chief Scientist at Sequans Communications, Paris, France. From 2003 to 2016, he was a professor and department head at Supelec in Paris. Previously, he spent 25 years in industry, where he held research and key management positions at Philips, Sagem, Alcatel, Pacific Broadband Communications, and Juniper Networks. In the technical community, he is best known for his pioneering contributions in the 1990s to OFDM, OFDMA and single-carrier transmission with frequency-domain equalization technologies, later adopted for WiMAX and 3GPP LTE. His major distinctions include the IEEE Fellow Grade and the Blondel Medal in 1995, the Edwin H. Armstrong Achievement Award in 2003, the Harold Sobol Award in 2012, and election to both the European Academy and the Turkish Science Academy in 2012.
Dr. Sari has served IEEE ComSoc in numerous volunteer and leadership positions including Vice President - Conferences, Distinguished Lecturer, Editor of IEEE Transactions on Communications, Editor of IEEE Communications Letters, Guest Editor of IEEE JSAC, a member of the IEEE Fellow Evaluation Committee, a member of the Awards Committee, a member of the Strategic Planning Committee, Chair of the GITC, and Technical Program Chair or General/Executive Chair of numerous conferences including ICC 2004, ICC 2006, PIMRC 2010, WCNC 2012, WCNC 2014, ICC 2016, and ICC 2017. He is currently serving on the Board of Governors as Director, Conference Operations for the period of 2018 – 2019 and also as General Co-Chair of PIMRC 2019.

- Philippa Martin
If elected, I would work with dedication and focus to provide value for ComSoc members. At my university, I am known for my strategic initiatives and insights, and my ability to draw together diverse groups to turn these ideas into reality. I believe talk must be followed by action. I believe I could bring substantial value to ComSoc and its members by:
- Focusing on programmes to increase membership value worldwide without increasing cost. This will require consulting diverse groups in order to learn how best to serve them.
- Developing new initiatives to increase interactions between academia and industry.
- Looking at ways to “future proof” publications and conferences. This will make sure we remain a vibrant, innovative and forward thinking society.
- Providing support and developing mechanisms to nurture new technology directions.
- Empowering students and young professionals (our future leaders) to have an active and impactful role in ComSoc.
- Developing new initiatives to ensure an inclusive society with increased diversity.
Philippa A. Martin (Ph.D, B.E. Hons) is a professor at the University of Canterbury, Christchurch, New Zealand, where she leads the Communication Research group. In addition, she is Dean of Engineering (Intermediate) where she develops strategic initiatives to encourage an inclusive, supportive, inspiring, innovative and diverse engineering college. Last year, she was the Associate Dean of Engineering (Postgraduate). On an international stage, she has been an active volunteer for ComSoc journals, conferences and technical committees. Over the past two years she has had several roles in ComSoc, including, Technical Programme Committee Co-Chair for the Communication Theory Symposium at GLOBECOM 2016; Editor for the IEEE Transaction on Wireless Communications; Organizing committee member of the 3rd Women’s Workshop on Communications and Signal Processing, GLOBECOM 2016; Organising committee member for IEEE Communication Theory Workshop (CTW) 2017; and Secretary of the IEEE Communication Theory Technical Committee (CTTC), 2017.
- Zhisheng Niu
I am honored to be nominated as the first Member-at-Large candidate from the largest and fast-growing country. If elected, I will fully commit myself to the healthy growth and realistic globalization of ComSoc based on my multi-tier experiences in IEEE/ComSoc, IEICE (Japan), and CIC (China). Specifically, I will work passionately to strengthen the tie between ComSoc and our Sister Societies and local chapters through improved technical and educational activities. I also have a plan to enhance the coverage and the timeliness of our e-publications as the existing Director for Online Contents. I sincerely hope I have the honor to serve you.
Zhisheng Niu graduated from Beijing Jiaotong University in 1985 and received his PhD degree from Toyohashi University of Technology, Japan, in 1992. He worked at Fujitsu Laboratories Ltd., Japan, in 1992-1994, and is currently a professor at Tsinghua University, China. He is a fellow of IEEE (2012) and IEICE-Japan (2007), and won the Best Paper Award from the IEEE ComSoc Asia-Pacific Board in 2013 and also from APCC’07, APCC’09, APCC’13, and ITC’13, the Outstanding Contribution Award to IEEE Standard 1888 from IEEE Standard Association in 2011, the Outstanding Young Researcher Award from Nature Science Foundation of China in 2009, and Okawa Foundation Research Grant, Japan, in 2012.
Professor Niu has rich experience in IEEE as Membership Development Coordinator of Region 10 (2009-2010) and Member of the IEEE Teaching Awards Committee (2014-2016); in ComSoc as Beijing Chapter Chair (2001-2008), Director of Asia-Pacific Region (2008-2009), Editor of IEEE Wireless Communication (2009-2013), Director of Conference Publications (2010-2011), Chair of Emerging Technology Committee (2014-2015), and currently as Area Editor of IEEE Trans. Green Communications & Networking and Director of Online Contents; in IEICE (Japan) as Councilor (2009-2010). He has also served as General Co-Chair of APCC’09, TPC Co-Chair of ICC’08, Panel Co-Chair of WCNC’10, Tutorial Co-Chair of GLOBECOM ‘12, and Workshop Co-Chair of WCNC’17.
- Prosper Chemouil
Communications systems have been experiencing dramatic evolutions recently, also impacting economics and societal changes. Within ComSoc, I will continue focusing on:
- Expanding members’ involvement in emerging technical areas such as network softwarization, 5G, IoT, big data and artificial intelligence, cybersecurity and blockchain services.
- Promoting industry support through standards development and targeted publications.
- Encouraging professional development via conferences and journals/magazines, and through customized access to online content, live tutorials, Webinars, and online communities.
- Enhancing ComSoc globalization by attracting professionals from developing countries and extending cooperation with local societies worldwide.
Prosper Chemouil has recently retired as a research director on Future Networks at Orange Labs, the R&D Unit of the Orange Group, which he joined in 1980. His interests are with the design and management of new networks and technologies with significant involvement in standardization at ITU-T over 25 years, and in international projects.
Among others, he has been Co-Chair of the IEEE SDN Initiative and is now chairing the SDN area in the ComSoc Industry Communities Board. He has served various ComSoc Journals including TNSM, JSAC, IEEE Network and IEEE Communications Magazine. He has been involved as General or TPC Co-Chair of numerous events dealing with network performance and management, including IEEE conferences (ICC, NOMS/IM, NetSoft, HPSR, PIMRC), and ComSoc-sponsored events (ITC, CNSM, DRCN, etc.).
He received his Engineer diploma, and M.Sc. and Ph.D. degrees in control theory from École Centrale de Nantes, France, in 1975, 1976 and 1978, respectively. Nominated as French Senior Engineer of the Year in 1995, Prosper received several national and international awards: the Blondel Medal, Salah Aidarous Award and Arne Jensen Achievement Award. A member of IEEE for 30 years, he became a Fellow of the IEEE in 2003.
- Fabrizio Granelli
I have been a ComSoc volunteer for more than 15 years in different positions (including Technical Committee Officer, Technical Program Co-Chair at ICC/GLOBECOM symposiums, Guest Editor, Associate Editor, Associate Editor-in-Chief, Distinguished Lecturer, Local Section Chair), developing relevant experience on the strengths, weaknesses and mechanics of our Society.
If elected, I plan to (1) consolidate ComSoc as the world’s most relevant Society for communications R&D by exploiting the expertise of our members worldwide to drive roadmaps for the technologies of the future; (2) increase internationalization efforts, especially towards developing countries, by locating flagship events in such areas; (3) developing new services and outreach actions towards involving young members, which represent the future of the Society.
Fabrizio Granelli is an associate professor at the University of Trento, Italy, and ComSoc Director of Education. He was Delegate for Education at DISI in 2015-2017, and Local Coordinator of several EU and national R&D projects (2+ Meuros of funding). He was visiting professor at UNICAMP, Brazil (2004-2016) and at The University of Tokyo, Japan (2016).
He is an author of 220+ papers on networking and was the recipient of IEEE CAMAD 2012 Best Paper Award. He was involved in IEEE ComSoc as Distinguished Lecturer (2012-2015) and Member-at-Large of GITC (2014-2015). He was an officer (Secretary, Vice-Chair and Chair) of CSIM TC and currently Vice-Chair of TAOS TC. He has been a Guest Editor and Associate Editor of several IEEE journals and magazines, and served as ComSoc Director for Online Content for the period 2016-2017.
Fabrizio Granelli was Workshop Co-Chair at IEEE ICC 2016, and General Chair of the 11th, 15th and 18th IEEE CAMAD Workshops, TPC Co-Chair of IEEE LATINCOM 2012 and IEEE GLOBECOM Communications QoS, Reliability and Modeling” (2007, ’08, ’09, ‘12) and SAC – Green Track Symposia (2014).
He has enthusiastically supported ComSoc in education and outreach activities, and organized the First and Second IEEE ComSoc Summer Schools (2015-2016).
- Petar Popovski
One of my motivations to run for this position is to maintain and advance the academic/engineering excellence for the publications and events sponsored by ComSoc. Another motivation is to work for bringing the researchers and engineers back to the center of ComSoc. The reviewers, TPC members, conference chairs and Editors are volunteers that are essential for running the main activities of IEEE and guaranteeing high quality of the publications and events. However, from my experience as a conference organizer and Editor, there are symptoms that this is not always the perception shared throughout the society. If elected, I will work towards promoting academic/engineering excellence and ensuring that the engineers and the volunteers will reclaim the center role in ComSoc
Petar Popovski received the Dipl.Ing. degree in electrical engineering and the Magister Ing. degree in communication engineering from the "Sts. Cyril and Methodius" University in Skopje, Republic of Macedonia, in 1997 and 2000, respectively, and the Ph.D. degree from Aalborg University, Denmark, in 2004. He is currently a Professor of Wireless Communications with Aalborg University. He has over 300 publications in journals, conference proceedings, and books. He holds over 30 patents and patent applications. He is currently a Steering Committee Member of IEEE SmartGridComm and previously served as a Steering Committee Member of the IEEE INTERNET OF THINGS JOURNAL. He is a Fellow of IEEE, a holder of a Consolidator Grant from the European Research Council (ERC), recipient of the Danish Elite Researcher Award and a member of the Danish Academy for technical sciences (ATV). He is currently an Area Editor of the IEEE TRANSACTIONS ON WIRELESS COMMUNICATIONS. His research interests are in the area of wireless communication and networking, and communication/information theory.
The Americas - LA & NA Regions
- Jeffrey Andrews
ComSoc needs strong and active leadership from its Board of Governors members, who should be engineers and researchers who are technically active. Although communications is a maturing field, it is a vibrant one characterized by rapid private sector innovation, and a constant stream of new products and technologies. ComSoc needs to become more agile to be able to identify new trends and provide platforms for the exchange of ideas around these trends.
To do so, ComSoc is in need of several reforms. These reforms require a renewed focus on its core strengths, which include running the top scholarly journals and conferences in the field, but also a large number of mediocre ones. ComSoc should reverse the ever-expanding number of niche conferences, journals, technical committees, and administrative entities, and instead make the existing high-quality structures more streamlined and adaptive to new trends. ComSoc should be focused on excellence in all it does and on reducing costs (e.g. of publications and conferences), rather than pursuing constant growth.
Jeffrey Andrews is the Cullen Trust Endowed Professor (#1) of ECE at the University of Texas at Austin. He has served ComSoc in several recent leadership positions. He was the Editor-in-Chief of the IEEE Transactions on Wireless Communications from 2014 to 2016 and is currently the Chair of the IEEE Communications Society Emerging Technologies Committee. He was Technical Program Co-Chair of GLOBECOM 2014 in Austin. He is also a twice-elected member of the Board of Governors of the IEEE Information Theory Society (2013-present).
He received the B.S. from Harvey Mudd College and the Ph.D. from Stanford University. He has worked at Qualcomm, and consulted for entities including Apple, Samsung, Verizon, AT&T, Intel, Microsoft, Sprint, and NASA. He is an ISI Highly Cited Researcher and has been co-recipient of 14 best paper awards.
- Shuguang Cui
Shuguang Cui received his Ph.D from Stanford in 2005. He is now a Child Family Endowed Professor at the University of California Davis, after working at the University of Arizona and Texas A&M University as assistant, associate, and full professor. His current research interest is data driven large-scale information analysis and system design. He has served as the Secretary, Vice Chair, and Chair of the Wireless Technical Committee of ComSoc. He has been a member of the Steering Committee for both IEEE Transactions on Big Data and IEEE Transactions on Cognitive Communications and Networking. He was selected as a Thomson Reuters Highly Cited Researcher and listed in the Worlds’ Most Influential Scientific Minds by Sciencewatch in 2014. He was the recipient of the IEEE Signal Processing Society 2012 Best Paper Award. He received the Amazon AWS Machine Learning Award in 2018. He is an IEEE Fellow and ComSoc Distinguished Lecturer.
It is a critical time for ComSoc to embrace new technology advancement from other sectors and to adjust our role in the new ecological system. With the great honor of being nominated for a Member-at-Large from the North America region, if elected, I will work hard to serve the community by:
- Encouraging more emerging-technology oriented efforts in conference and journal activities;
- Supporting more cross-society collaborations in journal steering and conference reform;
- Promoting more industry participations and providing more academia vs. industry teamwork opportunities;
- Making ComSoc operation policies more transparent and opening more doors for new members to get involved.

I have been committed to serving the IEEE ComSoc community, and am enthusiastic to continue contributing. If elected as a Member-at-Large, I will endeavor to:
- Maintain the high quality of our publications, as well as identify new potential publications in emerging areas and/or multi-disciplinary fields.
- Promote initiatives to broaden and strengthen collaboration with industry, (e.g., through standards, conferences, and publications).
- Foster professional development opportunities for our members in general, and for junior researchers and students in particular.
- Strengthen the globalization of our membership through intensifying the relationships with sister and related societies, and supporting local chapters.
Octavia A. Dobre is a Professor and Research Chair at Memorial University, Canada. Previously, she was with New Jersey Institute of Technology and Stevens Institute of Technology, USA.
Specific to IEEE ComSoc, she is the Editor-in-Chief of IEEE Communications Letters (2016-2019), a member of the Steering Committee of the newly introduced IEEE Networking Letters (2017-2019), Associate Editor of IEEE Communications Surveys and Tutorials (2015-2018), Chair of the Signal Processing and Communications Electronics Technical Committee (2017-2018), a member of the Awards Committee (2016-2018), and Director of the Sisters and Related Societies (2018-2019). She was an Editor and Senior Editor for IEEE Communications Letters, an Editor for IEEE Transactions on Wireless Communications, Vice-Chair Americas of the Cognitive Networks Technical Committee, and the first Chair of the Women in Communications Engineering Standing Committee. She served as symposium Co-Chair at IEEE ICC, GLOBECOM, PIMRC, and WCNC, as well as Workshop Co-Chair at ICC and gLOBECOM. Further, she has served on the IEEE Eric E. Sumner Award and IEEE Kiyo Tomiyasu Award Committees, as well as with the IEEE TAB Committee on Women and Under-represented Groups.
She is a Fellow of the Engineering Institute of Canada. She was a European Tempus, U.K. Royal Society, and U.S. Fulbright Scholar. She received the President’s Award for Outstanding Research at Memorial, an IEEE Best Paper Award, the Leaders Opportunity Fund Award, and the Outstanding Service Award from the IEEE ComSoc Signal Processing and Communications Electronics Technical Committee.
- Tom Hou
I joined IEEE 29 years ago as a Student Member and have since become an active member and volunteer. Over the years, I have contributed greatly to ComSoc’s activities, including leadership roles in conference organizations (GITC Chair, INFOCOM Steering Committee Chair) and many of ComSoc’s journal Editorial Boards and. If elected, I will work hard to:
- Enhance the prestige of the society and its service to our members.
- Ensure the ComSoc Board of Governor’s initiatives and activities match the current needs of our members.
- Improve the quality and stature of ComSoc’s conferences and increase our members’ participation in these conferences.
- Broaden the participation of young members to Society activities and nurture them as future leaders of ComSoc.
It is my privilege to serve our members and help move ComSoc to a higher level of stature, value, and participation. Thank you for your confidence and vote.
Tom Hou is Bradley Distinguished Professor of Electrical and Computer Engineering at Virginia Tech, USA. He received his Ph.D. degree in electrical engineering from New York University (NYU) Tandon School of Engineering in 1998. During 1997-2002, he was a researcher at Fujitsu Labs in California. He was named an IEEE Fellow for contributions to modeling and optimization of wireless networks. His research was recognized by five best paper awards from IEEE and two paper awards from ACM. He holds five U.S. patents. He served as an Area Editor of IEEE Transaction on Wireless Communications, Associate Editor of IEEE Transactions on Mobile Computing, the IEEE Journal on Selected Areas in Communications – Cognitive Radio Series, and IEEE Wireless Communications. Currently, he is an Editor of IEEE/ACM Transactions on Networking. He served as GITC Chair and currently is Chair of IEEE INFOCOM Steering Committee. He is a ComSoc Distinguished Lecturer.
- T. Russell Hsing
I am committed to the IEEE Communications Society’s mission of serving humanity through the Golden Triangle cornerstones of Globalization, Young Leaders, and Industry. If elected as a Membrt-at-Largr, I will pursue excellence for the IEEE Communications Society through the following proposed actions:
- Increase promotion of ComSoc collaborations with emerging countries globally.
- Establish more initiatives to stimulate interactions among IEEE ComSoc through academia, industry, and government sectors.
- Create more interactive and online educational services for members.
- Create and maintain global balance for ComSoc officers, leaders and activities across all geographic regions.
- Develop strategy and executable action plans to continue recruiting more members from both Academic and Indistrial communities around the globe.
If elected, I will work closely with technical leaders and the IEEE Board of Governors to set visions, strategies, and policies that will make ComSoc a more effective and financially healthy organization that can respond to rapidly changing dynamics.
T. Russell Hsing is an IEEE Life Fellow. He has accumulated rich R&D experience of 38 years as technical staff and research director with Xerox, GTE Labs, and Bellcore/Telcordia/Ericsson. He is now university professor, a board advisors for four startups, and a board member of the Open Fog Consortium. He has been pioneering technology commercialization through academic spin-offs with business partners.
In ComSoc, he was a member (2006-2008) and chair (2010-2011) of the Fellow Evaluation Committee, and a member of the Awards Committee (2010-2012). In IEEE, he was a member (2008-2010) and Chair (2010-2011) of the Kiyo Tomiyasu Award Committee, and a member of the Eric Sumner TFA Committee (2010-2012). He served as a member of the IEEE Fellow Committee (2012-2015), Vice Chair (2014) and Chair (2015) of the IEEE TFA Committee. He has led an Ad Hoc Committee to “Review Comsoc IEEE Fellow Evaluation Criteria and Process” (2016 – 2017).

- SUpporting the analyses and changes of ComSoc functions and services to provide improved values to ComSoc members and Technical Committees

- PromoTing and accelerating the ComSoc responses to new interdisciplinary and emerging topics, areas, and trends;
- EncourAging and extending our ComSoc activities and efforts towards environmental, social, and economical sustainability;
- Growing ComSoc values to academIcs while intensifying and encouraging industrial participation.
- ENABLing collaboration with various IEEE Initiatives , IEEE Societies, and Councils as well as other relevant non-IEEE international organizations;

He was leading Editor and co-author,“Green Communications: Theoretical Fundamentals, Algorithms, and Applications” (2012), the very first comprehensive book covering broad topics of green wireless communications, green wireline communications, relevant general topics.
He is elected Vice Chair, Technical Activities, IEEE Environmental Engineering Initiative under IEEE Technical Activities Board (TAB). He was the founding Chair, ComSoc Technical Committee on Green Communications and Computing, and the primary co-founder and Vice-Chair, ComSoc Technical Committee on Big Data (TCBD). He was the very first proposer (2012) and long term promoter of IEEE Green Journals/Transactions. He is the founder of IEEE Communications Magazine Series on Green Communication and Computing Networks. He was one of key proposers and a long term promoter (2012-2015) from Green Track into dedicated Green Symposium within ComSoc flagship conferences. He opened Big Data Track series with very general topic coverage in ComSoc flagship conferences in 2016. He received 2017 IEEE Systems Journal Best Paper Award. He received PhD in Queen’s University, Canada. He is Associate Professor, Electrical Engineeing, University of Chile.

- Chengshan Xiao
I am highly committed to serving the IEEE Communications Society. If elected as a Member-at-Large, I will focus on three issues.
First, I will enhance the quality of ComSoc’s journal and conference publications. I will do my best to improve the review process, reward excellent editors, reviewers and conference organizers, and promote high-quality papers.
Second, I will maximize the diversity of volunteers serving in conference organization and technical committees. I will engage people from different geographical, gender, ethnic, experience, and occupational backgrounds into the decision-making process.
Third, I will expand opportunities for young generations. I will promote early career professionals to get involved in ComSoc Technical Committees, conference organizations, and journal editorial boards. I will help with membership activities to attract student participations.
I have worked in industry, academia and government. My rich experience and commitment to ComSoc services will enable me to effectively address important issues in ComSoc.
Chengshan Xiao is a Fellow of the IEEE, a Fellow of the Canadian Academy of Engineering, and the Chandler Weaver Professor and Chair of the Department of Electrical and Computer Engineering at Lehigh University, Bethlehem, Pennsylvania, USA. Previously, he was a Program Director at the U.S. National Science Foundation, a professor of Missouri S&T, and a senior Engineer at Nortel Networks, Canada. He received his B.S. degree from UESTC, Chengdu, China, his M.S. degree from Tsinghua University, Beijing, China, and his Ph.D. degree from the University of Sydney, Australia.
Dr. Xiao is currently the Awards Committee Chair of IEEE ComSoc. Previously, he served as the Editor-in-Chief of IEEE Transactions on Wireless Communications, Technical Program Co-Chair of IEEE GLOBECOM 2017 in Singapore, Technical Program Chair of IEEE ICC 2010 in South Africa, and the founding Chair of the IEEE Wireless Communications Technical Committee. He also served in many other positions for ComSoc’s journals, Technical Committees, and conferences.
