IEEE Transactions on Cognitive Communication and Networks (TCCN) Journal Seeks New Editor-in-Chief

The IEEE Communication Society (ComSoc) invites nominations for the position of Editor-in-Chief for the journal IEEE Transactions on Cognitive Communication and Networks (TCCN) for a two–year term starting on Jan. 1st, 2019.

TCCN is a new journal that was launched in 2015, jointly owned by ComSoc and the Signal Processing Society (SPS). The Editor-in-Chief is expected to play a major role in its further development.

Official scope:

TCCN is committed to timely publishing of high-quality manuscripts that advance the state-of-the-art of cognitive communications and networking research. The focus of the Transactions will be on “cognitive” behaviors in all aspects of communications and network control, from the PHY functions (including hardware) through the applications (including architecture), and in all kinds of communication networks and systems regardless of type of traffic, transmission media, operating environment, or capabilities of communicating devices. TCCN will welcome papers dealing with the design, analysis, evaluation, experimentation and testing of cognitive communications and network systems. Inter-disciplinary approaches are encouraged. Papers that focus on experimental infrastructures or tools for cognitive communications and networking will also be considered, provided that they contain significant original contributions in the communications or networking areas.

Nominee:

The nominee must be a member in good standing of IEEE ComSoc or SPS. He/she must have extensive editorial experience. Desirable qualities include: solid technical accomplishments, leadership, integrity and ethical standards, organizational and management skills, and a strong vision and set of ideas for moving the journal forward.

The duties include the interaction with authors, initiating and monitoring the review process to its completion, identifying candidates for Associate Editors and members of the Editorial Board, ensuring that the Periodical follows the IEEE Policy and Procedures, preparing a report for the IEEE Periodicals Review and Advisory Committee (PRAC), the execution of the policies established by the Editorial Board, maintaining the intellectual integrity and timeliness of the journal. It is anticipated that special issues will form an integral part of the journal in this formative stage; thus, the fostering of editorial teams to manage such special issues is also of importance.

The Editor-in-Chief will report to the TCCN Steering Committee, ComSoc Director of Journals and Vice-President Publications. He/She will serve on and be a member of the ComSoc Publications Council. The Editor-in-Chief is expected to participate in ComSoc Publications Council meetings and organize TCCN Editorial Board meetings at IEEE ICC in the Spring and IEEE Globecom in the Fall. The terms of service will be from 1/1/2019 to 12/31/2020 and be renewable for up to additional two years.

Nominations must include:

  1.  Name of candidate and nominator (self-nominations are acceptable).
  2.  A brief biography of the nominee of no more than one page; with a discussion of research activities that are directly aligned with the scope of the journal.
  3.  A summary statement of the candidate’s editorial experience.
  4.  Statement of interest of up to 500 words stating the nominee’s vision for the journal and special qualifications for the position.
  5. The candidate’s full CV.
  6. The elements of the nomination package should be combined as a single pdf file with the nominee’s CV appended at the end and a labeling clearly indicating the name of the nominee.
