Position Statement

IEEE Communications Society has more than 35,000 members. It sponsors 26 journals, 5 magazines, 3 online contents, and over 60 conferences. These publications and conferences involve more than 10,000 volunteers, as well as numerous authors, readers, and conference attendees. These statistics reveal how important our publications and conferences are as the premier platforms for our society to maintain its leading role in communication and information technologies and for our members to strengthen their professional careers and technical contributions. To best serve our members and achieve our missions, our society must address major and pressing challenges, including increasing attractiveness to industry and academia, maintaining technical excellence, strengthening globalization, and improving operational efficiency.

If elected as the President-Elect, I will work with ComSoc and IEEE colleagues to

  • Enhance diversity (including gender, geographical region, seniority, ethnicity, etc.) among leadership teams and volunteers. 
  • Broaden open access and further strengthen the performance (such as quality, timeline and fairness) of all publications and conferences.
  • Expand our conference portfolios by broadening conference participation from academia, industry, and government while keeping the conferences affordable.
  • Promoting early-career professionals and recruiting industry colleagues to get involved in journal and magazine editorial boards and reviewing processes.
  • Enhance membership benefits and increase student travel grants to facilitate conference participation of students. 

My rich experience with various leadership positions within ComSoc, along with my professional experience in industry, academia and government, make me an excellent candidate as the ComSoc President to lead a strong Board of Governors and achieve our objectives. 

Biography 

Chengshan Xiao is a Professor in the ECE Department at Lehigh University, USA. He received his Ph.D. from University of Sydney, Australia. He has a unique blend of experience in industry, academia and government for over 30 years, developing products and conducting research in wireless communications and signal processing. He is a global citizen with working experience in China, Australia, Canada, Germany and the United States. He is an IEEE Fellow, a Fellow of the Canadian Academy of Engineering, a recipient of Humboldt Research Award. He is currently the Vice President for Conferences. Previously, he served as Vice President for Publications, elected member of Board of Governors, Awards Committee Chair, Editor-in-Chief of IEEE Transactions on Wireless Communications, Technical Program Chair of ICC 2010, Funding Chair of Wireless Communications Technical Committee. He served as the ECE Department Chair at Lehigh University and a Program Director at the US National Science Foundation.
